      Nothing is impossible in a theoretical sense we are unfortunately constrained to how far technology has come along at that point in time. Diamond and graphite are both allotopes of carbon. To modify carbon molecules in the structres of graphite and diamond would involve breaking the really strong covalent bonds between them. These tiny bonds although small would need to be rearrange into their desired structures and to replicate the layering of diamond and the carbonation of graphite would need great skill and manipulation of quantum chemistry. It would not be impossible but technology at present probably cannot do it.
